Given the GOCC community's interest in open standards and open code in government, Massachusetts would like to receive comments from GOCC participants on the latest public review draft of its Enterprise Technical Reference Model that addresses Data Formats.

After receiving comments from the public regarding our proposed Open Formats standards earlier this year we have had a series of discussions with industry representatives and experts about our future direction. These discussions have centered on open formats particularly as they relate to office documents, their importance for the current and future accessibility of government records, and the relative "openness" of the format options available to us.

The new draft version of the Data Formats section of our Enterprise Technical Reference Model (beginning on page 16) identifies the newly ratified OASIS Open Document Format for Office Applications (OpenDocument) as our standard for office documents and may be accessed at www.mass.gov/itd (see feature story in the center of the page). Additional open and acceptable formats are also identified for other types of documents. We would love to hear your comments and suggestions. #permalink   Aug 31, 2005 12:56 pm

ETRM Version 4.0 identifies four specification changes in the "Summary of Technology Specifications" table. Newly added specifications include "WS-I Basic Security Profile v1.0" and "Ecma 376: Office Open XML Formats (Open XML)". Konut kredisi, konutun teminat altına alınması şartıyla verilen bir tüketici kredisidir. Konut kredisinin vadesi 5 ila 30 yıl arasında değişmektedir.

Türkiye’de uygulanan konut kredilerindeki faiz sabittir. Yani kredinin vadesi boyunca ödenecek kredi taksit tutarı değişmemektedir. İlk başta bakıldığında, faizin sabit olması tüketiciler açısında oldukça avantajlı görünmektedir. Ancak bankalar kredi maliyeti riskini, alınan kredi faizinin içinde hesapladıkları için sabit faizli kredilerin oranları, olması gerektiğinden daha da yüksektir. Değişken faiz sistemi ise henüz bankalarca uygulanmamaktadır. Mortgage yasası ile hayata geçecektir.

Değişken faizli kredi ise, belirlenen bir endekse göre, kredi taksidine uygulanan faizin de değişmesi anlamına gelir. Böylelikle piyasadaki faizler düşerse, aylık taksitler düşer; tam tersi olarak da faizler yükselince taksitler yükselir. Ancak değişken faizli kredilerde, bankalar, kredi maliyetini kredi alan kişiye yansıttıkları için, bu sistemde uygulanan faiz oranları daha düşüktür. Mortgage yasası ile bu faiz sisteminin gelerek, genel konut kredisi faiz oranlarını düşürmesi beklenmektedir.
